Disable Live Photo Mode

Live Photo is a great and innovative feature that lets you record moments before and after you take a photo. However, the shutter is off while it is active. So, our best bet is to try and disable it. You can do that this way:

Enter your built-in camera app.
In the top, you should find sun-like, round icon. That's Live Photo mode.
If it is yellow, then it is enabled. Tap on it to disable it.

Use 3rd party camera app

If the native camera app isn't up to the task, you can always use some third party solution. You may lose some of the built-in features but at least the shutter sound will work like a charm. Additionally, you can use your native camera app as a video recorder and take photos via third party alternative.

Reset phone settings

Last resort. But, keep in mind that this is advisable only to those that had a shutter sound in all photo modes. And it suddenly disappeared after an update or what not. Even though it resets your settings, all the data is safe from erasing. The only downside is that you'll need to reestablish all tweaked settings afterward.
